Tom P. Allen, J.D.

Tom P. Allen is HFSC’s General Counsel and acted as the chief legal architect of the local government corporation now known as the Houston Forensic Science Center. Mr. Allen is a first assistant city attorney for the City of Houston and also serves as an ex-officio member of the HFSC Board of Directors. While in private practice, Mr. Allen handled a variety of legal matters, including serving as both criminal and civil counsel to a former officer of Enron Corp. Martindale-Hubbell has rated Mr. Allen AV Preeminent, its highest rating in legal ability and ethical standards. Mr. Allen received his law degree in 1983 from the University of Texas School of Law, where he was managing editor of the Texas Law Review.
